This is going to depend on what you want to make your proposal memorable. Winter is usually the most popular time here, however, Nov-Feb has very little, or no daylight, making photographing your moment challenging. Your photos will look and feel very different during this time, compared to the rest of the year.
Some activities are limited to certain months, like whale watching, and others rely on snow conditions being just right. Fall is generally much earlier here and is usually early Sept-early Oct.
